Import and export guide: licensing

Do I need an import licence in Kenya?

Not as a rule. The Kenya Revenue Authority's (KRA) list of import documents has no general import licence. What your goods need depends on what they are. Most need a KEBS Certificate of Conformity under the PVoC programme. Some also need a permit from the agency responsible, such as KEPHIS for plants or the Pharmacy and Poisons Board for medicines.

What is a Certificate of Conformity (CoC)?

Drafted, awaiting ADL

A Certificate of Conformity (CoC) shows that one consignment meets Kenyan standards. An inspection agent appointed by KEBS issues it in the exporting country after checking the goods, and each certificate covers that consignment only. Test reports from a manufacturer's laboratory count towards a CoC if the laboratory is accredited to ISO 17025, but the goods still need the certificate.

What is PVoC?

Drafted, awaiting ADL

PVoC, Pre-export Verification of Conformity, is KEBS's programme for checking goods against Kenyan standards in the exporting country, before they ship. It has run since July 2005. KEBS says it covers all products except those exempted under Legal Notice 78. Personal effects of returning residents are exempt, subject to KRA's approval.

Which goods need a KEPHIS or Pharmacy and Poisons Board permit?

Drafted, awaiting ADL

Plants, plant products and regulated articles such as soil need a KEPHIS Plant Import Permit before they leave origin, even as gifts or samples. Medicines, vaccines, blood products, medical devices, cosmetics, food supplements and herbal medicines fall under the Pharmacy and Poisons Board (PPB), which issues import and export permits. Other goods can need permits from other agencies, so ask before you ship.

Do I need a KRA PIN to import?

Drafted, awaiting ADL

Yes. KRA lists the importer's PIN certificate among the documents for clearing imported goods, so register with KRA before the first shipment. Exporters need one too: since May 2026, the exporter's PIN must be captured when export documents are lodged in iCMS, KRA's customs system.

Do I need an export licence in Kenya?

Drafted, awaiting ADL

Export permits in Kenya depend on the product. Plant exports need a phytosanitary certificate from KEPHIS, and health products need an export permit from the Pharmacy and Poisons Board. For other goods, check with the agency for the product before you sign the sale.

Placeholder: confirm on KRA whether any general export licence applies to other goods

Selling to Kenya from abroad? Arrange the CoC before the goods ship

Drafted, awaiting ADL

Ask a KEBS-appointed inspection agent in your country for the Certificate of Conformity while the goods are still with you. Each certificate covers one consignment, so plan one per shipment.
